ALBANY, N.Y. (NEWS10) – This week on Empire State Weekly, the next step in the state budget process was unveiled after a month-long delay. Patrick Orecki, the Director of State Studies at the Citizens Budget Commission, explained the long delay with the state budget is a concern, not just for the State's planning purposes but also for budget planning on the local level. Orecki explained that the process would continue as lawmakers review the agreed budget items as the bills "age" for three days before a final vote. He expressed concern that the Governor may skip the "aging" process by calling for a Message of Necessity to ensure a speedy vote. COLLINSVILLE, Ill. - One teenager faces felony charges in connection with a deadly shooting earlier this week. Prosecutors have charged Isaiah Jenkins, 16, with two counts of first-degree murder, unlawful possession of a stolen firearm and aggravated unlawful use of a weapon. His bond is set at $5 million in the case, per Illinois court records. JOINT BASE ELMENDORF-RICHARDSON, Alaska (AP) — Two U.S. Army helicopters collided in flight Thursday in Alaska while returning from a training mission, killing three soldiers and injuring a fourth, the Army said.Two of the soldiers died at the crash site near Healy, Alaska, and a third died on the way to a hospital in Fairbanks. A fourth soldier was being treated at a hospital for injuries, the Army said in a statement Thursday. Additional information was not immediately available Friday.The names of those killed were being withheld until relatives could be notified, the Army said. A fight at Valencia High School sent two students to the hospital and brought a large police presence to the campus on Friday morning. Deputies with the Los Angeles County Sheriff’s Department at the Santa Clarita Station responded to the school around 10:30 a.m. for a call regarding a fight between students. According to a statement from the William S. Hart Union High School District, two students were injured during the altercation. Parents upset over fights breaking out at Riverside schools "It is with sadness that we inform our community of a situation that occurred on the Valencia High School campus today where two students were involved in an altercation and injured," the statement said. "During the altercation one student was stabbed.
